Penetrating oil (WD40) can work wonders. Apply liberally, give it 10-15 minutes to work its way in, and try again. Repeat if necessary. If all else fails sometimes heating it with a torch can loosen it, but this can be very dangerous (especially in close quarters) so it should be your last option.
