There are two ten mm bolts on top in the plastic header panel which must be removed. There are two more under the bumper cover. You must remove the bumper cover to access them.

remove the bolts holding on the plastic paneling under the steering wheel in the interior. remove the two bolts connecting the hood release latch from this plastic panel. then remove the panel. the circuit opening relay is under this panel, and is green(in my 1997 tacoma).

In order to remove the headlight you must remove the whole bumper, that means removing the plastic grill cover, then removing all plastic under the bumper, removing the inner wheel arch, then removing 2 bolts on the bumper, one per side, then pull out, there will be 4 tabs per side, then remove 3 bolts holding the headlight in
is under the passenger seat, remove the pass seat, and base, lift up the carpet remove floor panel and you will see the wiring harness for the plugs, and the plug locattion. under the pass, seat remove the seat and base lift up the carpet, remove the floor panel and you will see the harness and the plugs..
They are behind the body panel under the front bumper.
* Apply the parking brake raise the vehicle and support it securely on jackstands * Disconnect the negative battery cable and disconnect any wiring that would interfere with bumper removal * From below remove the splash panel below the radiator and bumper * Remove the radiator grille and remove the headlight housings,turn signal lamps and cornering lamps * Remove the headlights and cornering lamps and remove the fasica to fender fasteners then remove the remaining fasteners and the bumper cover taking care to avoid damaging the cover and the fenders * Working under the vehicle remove the bumper beam mounting bolts Note:The bumper beam brackets can be removed from the chassis by removing the nuts from the studs at the back of the bracket or removing the foam inserts to access the front mounting bolts once the bumper cover is removed * Detach the bumper assembly from the vehicle
Disconnect the batter cables. Remove the face of steering wheel and the plastic box inside the steering wheel. Open the hood. Look under the front bumper to remove the screws. Remove the bolts at each corner of the bumper and remove it.
remove the side markers and then the screws under them, also screws under latch cover in trunk, underside of bumper, behind fender liners.
You have to remove the bumper cover, under bumper, and hood latch cradle. Then the ac condenser can be moved aside. Then remove fans and lines. Then remove radiator.
The only thing holding the bumper on is a bunch of screws. Remove the plastic panel at the inside rear of the trunk (around the trunk lock hook). It is secured with a bunch of removable plastic clips. Remove some of the trunk lining carpet-like stuff. Search for a bunch of bronze-colored screws connecting to the bumper (you meay need a socket set). If I remember correctly, there are a couple of screws that you need to access from under the bumper itself as well. Just search with a flashlight. Make sure you have a protective cloth or something under the bumper to lay it on when it lets go...
