Try buying an after market CDI from White Brothers or BBR. It will enhance power curve and will increase rev limit or remove it totally, depending on what product you choose to buy. And, It will give a stronger spark, so they say.
The rev limiter is part of the engine computer programming. The computer would need reprogrammed to change the rev limiter.
