If you have replaced all this it may not be a belt. It may be your alternator itself. These have bearings inside them and they do wear out. The only way to check is to remove the belt and spin the alternator to see if that is what is noisy. It may wobble if the bearings are bad. It should turn smoothly if not.

it is actually a belt but that doesn't matter. remove the serp belt, then the serp belt tensioner (1bolt), then the timing cover (4bolts), remove #1 plug and take it to TDC (top dead center). the timing marks on the crank and cam should be inline with one another. with a timing belt wrench take tension off of the belt and remove. install new belt and repeat in opposite order. that's it pretty easy really. I would recomend that you replace the water pump while you have it apart. it is ran off the timing belt and will fail at some point, and depending on your engine size could cause internal mechanical failure if it does fail. easier to replace while you are there and everything is dissaembled. good luck
