The answer is the same as almost all vehicles The belt's tightness comes from the tensioner pulley. This pulley is spring loaded so that it is always taking up the slack of the belt, even after the belt stretches slightly The tension on this pulley must be released to slip the belt off. You need a long 1/2" rachet or preferably a "breaker bar" with the socket that fits the nut on the radiator side your particular pulley Using the breaker bar to give leverage, you press against the tensioner spring and slip the belt off. It will take quite a bit of muscle to compress the spring
I looked at my remote filter on my 93 S10 Blazer and it is bolted to the inner fender which shouldn't need to be removed to remove the fender.
