i don't have a 1995, but most horns work the same way. the horn itself is actually in the engine compartment. only the switch is connected to the steering wheel, and you shouldn't have to remove the wheel to work on that.
the horn "switch" is basically a metal-to-metal contact switch separated by a spring. one side is a fixed ring which is bolted under the steering wheel nut, the other side would be attached to the steering wheel cover. when you press on the steering wheel ctr you compress the spring so that the two pieces make contact, effectively closing the circuit. (again yours may or may not be the same)
its unlikely that the switch mechanism is faulty, i would start at the horn itself. if you don't know what an automobile horn looks like you may have trouble locating it. if that is the case i would suggest you go to the auto parts store and ask to look at one so you at least have an idea what you are looking for. (heck, while you're there they might even locate it for you.) in any case its probably located somewhere directly behind the grill area in front of the radiator.

i have removed the steering wheel on a 1994 Chevy truck with a 5.7 TBI 1500 series 4x4, it is requesting another pulley once the steering wheel has been removed and i need to find one of those. but i am not sure what they are called and if there are different sizes.
