Unless the actual arm is broken, I would just replace the rubber. You can order it from Toyota, and its way cheaper than a whole wipe arm.
The old Toyota previa models 90-99 are the opporsite way around so indicator arm is on the right side and wiper arms is on the left
if you can manually move it with you hands them u need to tighten the nut on the arm
Remove wiper arm caps, nuts & arms. Remove cowl louver cover. Disconnect wiper motor electrical connector. Remove 6 bolts and remove wiper linkage assembly. Disconnect wiper link from wiper motor. Remove 4 screws and wiper motor from firewall.

Remove plastic cap. Remove nut. Pry up wiper arm.....

First remove the plastic cover at the fixed end, this will allow you to lift the wiper arm up and you can then unclip

Look at the wiper near the shaft end. You will see a separation in the plastic. Squeeze the sides outward and remove the short plastic piece to expose the nut holding the wiper arm to the shaft. To remove the spring loaded wiper arm you have to first of all to unscrew the screws. After the screws have been removed, the spring loaded wiper arm can then be removed.
