This vehicle should have the most common hook arms so you press a little tab where the hook is around the wiper blade assembly and then pull the blade out of the hook. Here is more detail:
The 1999 Ford F-Series Pickup (F-150, F-250, F-350, etc.) takes 20" replacement windshield wiper blades on both sides front.

I presume you are wanting to change to wiper blade assembly and not just the rubber wiper blade. I change them out once a year with ANCOs purchased at where else? WalMart. Look at where the wiper assembly fits into the arm.[ The crook.] The assembly has a tab that pushes in to release it. The assembly will slid out of the crook. The new one simply slides in and locks. It is much simpler today than in the past when each manufacturer had something different.
You don't have to remove wiper arm. The wiper blade will slide out, It has a clicker in the center of the blade that you have to slide it out. Look at it very carefully
Unlike some cars where you just replace the blade, the whole blade assembly is designed to be replaceable. (That would be the flexible portion that attaches to the blade directly.) The wiper blade assembly clips into a hook style retainer at the end of the wiper arm. There should be a clip where the blade assebly attaches at the hook, one part of the clip should be able to pivot out. Once that part is levered out, raise the whole wiper arm so that it sticks out. Lift wiper assembly off of windshield into "up" position. Rotate 90 degrees. Pull wiper blade assembly gently toward the windshield. It slips right off. Note: Put protective barrier like cardboard or a towel over windshield in case blade assembly snaps back toward windshield to avoid cracking the windshield.

If you just mean the wiper blade (frame and assembly), then you need to get the correct wiper blade at the Honda dealer because aftermarket options are not available. First Raise the rear wiper blade assembly out away from the back glass it will pull away from the body of the van. next there is a plastic clip located on the wiper shaft pop this clip off. After you have removed the clip slid the wiper assembly out of the slot. This should allow complete removal. Next step re-install the new wiper in reverse.
