Your local pet store should have some pet stain removal products. Nature's Miracle works really well.
White vinegar will help to neutralise the smell, loosen some of the sticky residue, and lighten the colour, but you may not find it effective to fully remove the stain.
Be sure to clean up urine messes as soon as possible because if left alone rabbit urine can damage the surface its on (upholstery, carpet, wood flooring, tiles, anything).
Mix a cup of methylated spirits (purple) and half a cup of liquid detergent in a spray bottle. Spray onto urine area. The detergent breaks down protein and fats present in the urine and the spirits deodorizes and speeds up evaporation.
Take a rag, and some DISHSOAP, then get the two wet. Scrub the urine until the smell goes away. Then spray ZOUT on their and wait 5 minutes. Then take a dry/damp rag and scrub. If there is still a smell, go to the store and buy Pet Spray.
See the related link below, "Rabbit Butt Bath" (Krempels).
If the urine is still wet, give the rabbit a "dry bath":
If the stain is dry, you can try a "spot bath." If the stain is small, fill a bowl with lukewarm water, and use a cloth.
If the stains are all over the hind legs, use a baby bath or some other small tub that you can hold the rabbit steady in. Be very careful, because a strange experience like this can make a rabbit panic, and when rabbits panic they can easily injure themselves. Do not use a regular bathtub: you won't be able to control the rabbit enough, and serious injury is much more likely. Keep the water level low, never higher than the belly. Use lukewarm water.
If water isn't enough to clean the stains, you can use a rabbit-safe shampoo. You can't use just any kind of shampoo: most shampoos (even baby shampoos, pet shampoos, and natural shampoos) contain harsh ingredients that are not good for a rabbit's delicate skin. Do not use leave-in shampoos or conditioners, because rabbits lick themselves and they will ingest it. To find a safe shampoo, ask your vet for a recommendation of a local brand, or ask if your vet can sell you a clinical shampoo. Look at health food stores: look for a hypoallergenic, non-medicated shampoo, with as few additives as possible. Oatmeal is a good ingredient, because it soothes the skin.
If your rabbit is stained with urine, something is wrong! Don't just treat the symptoms: treat the cause, too. A bit of yellow staining on the feet of white rabbits is pretty common, but otherwise your rabbit shouldn't be stained. Rabbits are naturally clean animals, and if they're dirty that is a bad sign: maybe they are sick, or maybe their habitat isn't big or clean enough.
Bring your rabbit to the vet and figure out together what is wrong, so you can do something about it. See the related questions below for more information, and links.

I've used this product a few times and it seems to work for me. I have found that it works better when the urine stain is wet, opposed to when the urine is dried and has been in the carpet for over a day. It will remove the smell of dry stains, but not the stain itself.
Steam clean. The urine is sterile so there shouldn't be any health hazard, but steam cleaning should remove the unsightly stain.
Nothing will happen if you touch your rabbit's urine, unless you have a skin reaction to rabbit urine, which is highly unlikely.
No, rabbit urine is not a carcinogen (cancer causing agent).
