On my 97 Dodge Ram 3500, I removed the small access panal on the left side of the dash that covers the fuses. The buzzer is the rectangular black box, just forward of the fuses. It will be the one making the obnoxious buzzing noise if the keys are in the ignition! To remove it, or at least get it unplugged enough to shut it up, with one hand, reach under the dash, to where you can reach it. on the side towards the firewall, is the retainer latch that holds it in place. Take a small awl or screw driver, and pry the latch open. Of course you are doing this blind, but it is the same as most safety latches on any electrical connector. While prying this open, with the other hand, grab the buzzer, with a pair of small pliers, on the small black knob sticking up on the top of the buzzer, thru the fuze access opening, and pull it out (towards the driver side door). It will hit the panal before it comes completely out, but you will be able to get it far enough for it to disconnect and shut up. Hope this helps!

I own a 1994 Ram and i think it would be the same for your '96. Open your driver side door and on the side of your dash will be a removable panel, remove it and you will see a fuse block. The fuse for the buzzer, and the buzzer itself, will be in there.
