This was an unfortunately common issue for these odometers. There is a rather easy to follow walkthrough available at:
http://www.odometergears.com/SaturnGearRepair.html
That same site also sells the gears necessary for the repairs, though I've never needed to replace the larger one.
I did not remove the original answer in case there are some out there that are less mechanically minded.

There's a place in Pennsylvania that rebuilds them. They only do Saturn S-Series, so they know what they're doing. You have to take your cluster out of the car and send it to them, they fix the odometer, send it back, and you re-install it in your car. Much better than getting a junkyard unit, because most of them are already no good, or ready to fail shortly. Costs around $200 + shipping, and well worth it. Their phone # is (717) 665-2937. hope this helps
if it is anything like my 97' Saturn Sl2. The engine must be dropped out to dismount the transmission.

If its a manual, it will bolt up and function, but not properly. If its an automatic, it will bolt up and not function at all.
A more accurate description of the problem along with if its an automatic or manual transmission is needed.
I've had the Gear on the tail shaft come loose where the cable goes into the transmission.
Blown fuel pump fuse or defective fuel pump relay.
Don't try to save a few bucks. Most glass shops will do the labor for about 40.00
Probably the cheap black plastic odometer gears(2) if you have set in center. If you have odometer on the left and trip odometer on the right then it is two sets...four gears. Usually when one breaks the other is not far behind in the two set type. There are several online suppliers who can provide parts for the repair.
you need to take off the inner and outer door panels. the motor is secured by rivets, you need to drill them out
