Remove it and find out why it doesn't operate properly and correct the problem or replace the whole thang.

I worked it out!!!! Removing the door trim panel allows for acces to the actuator rods and the latch mechanism itself. The problem seemed to be that the exterior actutor was stiff. Good ole WD40 to the rescue.

If I understand the question correctly - - the door is on child safety lock and you can't open the door to fix the handle. If so - - you will have to remove the interior door panel to gain access to the locking mechanism and unlock it manually. Mechanical methods of opening the door (Slim Jim's, etc) stand a good chance of damaging the locking mechanism by forcing it, and you (or someone) will have to remove the door panel to repair it anyway.

It may be possible to reach and manipulate the door opening mechanism with the right kind of wrench, but you would have to examine the broken handle to see if internal mechanisms can be reached. Failing that, it could be necessary to cut away some of the door to get at the internal mechanism. A car repair company would probably advise you to just install a new door.
