It's the right rear. The motor works up and down. I realize I may have to buy a new regulator. But, is it actually repairable some how instead of replacing it? I am a bit handy at fabricating and repairing. Just wanted some input/ideas.
You will have to replace the regulator assembly.
Order a new window regulator, and you need to go to a car parts store, and get a repair manual for your car. They cost about $16.00 Or, go to a Public Library.
1999 Grand Prix Window ProblemI have had two 1999 grand prix cars that both had the drivers window stop working. One of them was just a bad switch that was inexpensive to have fixed. The other 99 Pontiac needed a new window regulator which required the whole window assembly from the dealer for around $300 not counting labor. I found an aftermarket part for around $200 and I plan on doing the repair myself. Make sure you rule out the switch before buying expensive parts. Good Luck.
Remove the window regulator and motor from the door as an assembly. Drill out rivets that hold motor to regulator and replace motor. Regulator needs to be riveted back into door for reassembly
Other than taking the door panel off and disconnecting the window from the regulator, there isn't any way to raise it manually.

if the drivers side switch works, but not the pass. side the problem is in the pass. side switch. if nether side works it is usually the regulator
Realigning a window on a 2001 Pontiac Grand Prix requires the door panel to be removed. After the panel is off the window can easily be put back on track.
