A SINK HOLE FORMED RIGHT UNDER A SMALL CUT IN THE LINNER, THE ONLY SOLUTION I CAN THINK OF IS TO MAKE THE HOLE JUST BIG ENOUGH TO FILL WITH POTLAND CEMENT AND THEN REAIR THE DAMAGE. IF THAT DOEN'T WORK I SURE ITS GOING TO COST A GOOD BIT TO HAVE THE LINER CHANGED AND THE HOLE REPAIRED.

It seems that the best thing to do in this sort of situation is to fill the pool nearly to the point where the repair needs to made, that way most of the movement ad stress has been applied to that part of the liner. This would reduce to negligible any problems you might otherwise encounter.
You can repair it with a welder or you can replace it.
Use a longer screw and go into the joist.
