Unfortunately, you have to replace the whole headlight assembly. Just went thru that after an accident. There are small plastic "rods" that hold things in place and apparently once they break, there is nothing else you can do. Be sure you are sitting down when you get the estimate........
The 1998 Toyota headlight have two adjustment screws. There is an adjustment screw on the top and bottom of the headlight. Turn the screws to adjust the headlight.

Pop your hood and on the front of the car is a headlight entrance panel. It is right next to the headlights.Get the bulb and take it down to autozone or advance auto parts and they will get you the replacement.
