It is either a bad supply voltage or bad ground. You just have to check it out.

If it is flashing when the truck is locked from the outside with the remote then it is because the alarm is activated (which happens when you press the lock button twice in most vehicles). Othewise there may be some other issue that you should have checked out by a Chevy dealer.

In some places, frozen dessert trucks are allowed to have stop signs and flashing red lights for the safety of the pedestrians who are crossing the roadway to or from the truck. Vehicles approaching a frozen dessert truck with the stop sign extended and lights flashing must stop before reaching the truck, look for pedestrians, then proceed slowly (usually 15 mph).

It depends on the traffic laws. codes, or ordinances where you intend to operate the vehicle. Usually, the use of flashing lights, and/or the color [IF flashing lights are permitted] is prohibited for all except emergency first responders [for example vehicles used by, police, law enforcement, emergency medical services, wreckers, etc.]. To find the answer, contact your local law enforcement [police] agency.
