it is located under the passenger side dash you need to remove the foot gard its held in by plastic pins you will need a pear of pliers the resister is left of the fan motor you will need a ratchet 1/4 inch or a screw driver that has adapter on it so you can put a socket on it if you use the ratchet you will need a extension it has three screws holding it in place brass colored one of them is very difacolt to get at so you well need patience if you cant get at it just pull real hard it may brake the old one but its junk any way i was able to leave the screw in place because the new one is notched not a hole you well slide the new one in to the screw that you cant retch first then install the other two scews your done put the foot gard back in place do be careful not to damage the porclin part of the resister it is fradgle

Test the resistor bank before getting into anything else. These are the speeed controls for the blower motor.
You can repair it by soldering in a new 450 degree thermal fuse. They cost about $1.50 at Radio Shack. I have fixed several this way.
Did you already replace the heater blower resistor? I only paid 30 bucks for a replacement at Cut Rate Auto Parts. Mine was rusted and broken.

I am no expert; but, according to my Montana repair manual, the blower motor resistor is located under the dash on the passenger side. It can be accessed from inside the car. It's located behind the fan motor

Your wiring is probably messed up, happened to me. Locate the wires from the blower to the controls check them and replace as needed. Assuming no wiring problem check and replace the blower motor resistor.
Your question needs clarification - are you asking about the heater blower fan or the motor cooling fan? The heater blower may have a series resistor that is used for running the fan at slow spped. The resistor may be inside the box that holds the heater blower. It could be an open coil of wire that looks like a spring. The motor cooling fan usually runs at one speed, thus there is no series resistor. Are you instead asking about the resistance of either fan motor. You might find that listed in a repair manual. Try your public library.
Defective ballast resistor pack.OTHER :It sounds like it could be the blower motor relay / resistor. I replaced mine today in my 2001 Chevy Impala. It was next to impossible since I heard that the way to get to the resistor was to remove the blower motor housing and repair it that way. I instead removed the blower motor and got to it that way. The two screws in the back are knuckle busters. Good luck and I hope you have patience or enough money to have someone else repair it.
