After loosening the lug nuts and jacking the rear end up (both tires off the ground) take the tire / wheel off. Unscrew the caliper bolts attached to the caliper bracket which will release the caliper. After taking out the pads you can set the caliper on the axle. Next take the caliper bracket off (2 bolts). Lightly hammer / tap the rotor so that if will loosen up from the emergency brake if it is tight. Pull the rotor back and forth towards you and it should eventually come off. If it doesn't you may have to really wack it thus causing you to now need a new ebrake. Install new rotor over emer brake. Here is decision time. You can clean up the bracket to accept new pads if they are tight or as I had to do I just bought two brand new loaded calipers and put them on, bled the brakes and put the tires back on. It was cheaper buying a loaded caliper for $35.00 each then buying 2 brackets and the needed hardware. Good luck
To thoroughly replace and repair brakes, one must replace the brake light wiring, brake pads, and brake calipers. Furthermore, one should reline the brakes.
The fronts get changed the normal way, the rears you have to screw in the pistons, don't try to compress them you will ruin the caliber.
Buy a repair manual (Chiltons, etc.), read the instructions, buy the pads, rotors, calipers, drums, pistons etc. that you need and do the work.... The pictures and instructions you get in a manual are much more helpful than the text you can get here, go drop $20, its worth it.
Break repair is a big task. First identify where the problem is. It could be the pads, the light wiring, shims, calipers or rotors. Disassemble the system using the manual and diagnose the problem.

A repair shop can release a car with bad brakes if they were not asked to repair the brakes or the customer refused service. It is then the responsibility of the customer to have them repaired.
There are some mechanics that do know how to repair car brakes. If you wanted to find out who repair car brakes, you can ask around in the neighborhood or ask a family or a friend.
It sounds like there is a problem with the proportioning valve. I highly advise you to seek professional help with this repair. This is a very dangerous situation and needs to be corrected ASAP.
IF YOU SERIOUSLY HAVE TO ASK THAT QUESTION, YOU SHOULD NOT BE TOUCHING THE BRAKES !!! TAKE IT TO A REPAIR FACILITY THAT SPECIALIZES IN BRAKE REPAIR !

If you are mechanically inclined, then you could use a manual for your specific vehicle and fix/replace the brake calipers yourself. If you are not mechanically inclined, then I would suggest finding a reputable local repair shop or dealership to take your vehicle to so that they can repair it correctly.
