Unless you take it to a computer shop most cannot be repaired. Especially if its the contact part. If it's just the plastic piece then you may be able to replace it from an old parts keyboard.
Most laptop keyboards are seperate from the main board and is just a thin membrane type board and can be replaced whole.

Shift 6 gives you the ^ symbol. Shift + F6 moves to a previous pane if you have several windows open and you are moving through them.
Try the other shift key. If the key works in other contexts, then it means the function key is not programmed in that application to work with Shift.

There is only one way to fix a laptop that has a shift button that does not work. You will have to take it to a computer shop and have it looked at.
