The cabin air filter is located under the ft. windshield cowing. To replace the filter you have to remove the cowing. (Ford has had a lot of good ideas over the years but no easy access to this filter is not one of them)!
1) Carefully remove the windshield wiper arms (be careful! You cannot find new ones for this car). Don't forget to pull out the stop on the arm (like I did) that holds the wiper arm in place on the spine.
2) Unscrew the cowing to remove it. Then remove the cowing. The filter should be visible on the passenger side of the car.
3) Unscrew/remove the filter.
4) Put the new filter in. You might want to inspect the wiper transmission at this point. They ware out quite often. (Yet another good design for this car. Who ever got the bright idea to cold head the pivot to the motor drive arm was a complete nut and did not understand how to design machines).
5) Replace the cowing and wiper arms.
7) Job done.
P.S. I got my cabin filter at Rockauto (for about $20.00). I also got a new wiper transmission complete with a new motor for $35.00 off the internet. Total cost about $45.00 with shipping. I also think my old one could be repaired using a shorder bolt for about $1.00. At $45 though, I didn't think it was worth it. Next time (and I am sure there will be a next time) I will repair the old one.
It is under the plastic trim piece that covers the area under your windshield wipers. It's easy to change... save yourself some money and do it yourself. Here's a video that shows you exactly how to do it:

Assuming the 2007 is the same as the 2004, the cabin air filter is behind the glove box. Squeeze the sides of the glovebox to release it from the dash. There are two small clips retaining a horizontal door about 1 inch by 6 inches. The cabin air filter is behind that door.
Take it to the dealer.
Nissan Altima's in the U.S. do not have cabin filters till the 4th generation 2007+, so your 1998 will NOT have one to replace.
In the engine bay
1. Open Glove Box 2. Press in on sides of glove box (to release glove box completely) sit it on the floor 3. push 2 tabs up and drop down filter door 4. pull out filter/replace

Open the glove box, squeeze the sides in and remove the glove box (easy to re-install). Behind you will see a long horizontal rectangular hatch. Depress the plastic latch and remove the hatch. Remove old filter, clean out any loose debris, replace with new filter. Put the hatch and glove box back in and you are done.

Replace the fan, look around on net and you can find one new for around $70, don't pay the auto store $160 - $250 price, and they are easy to replace... Sites on the web showing you how to put it in too. While you are replacing go ahead and replace the resistor too, it's also cheaper on the net than at the store for around $20. Then get a cabin filter that will need replaced too. I found out the hard way when my fan quit blowing good last summer and I didn't know what it was at the time but I'm pretty sure that if I had replace the cabin filter then I wouldn't be replacing my fan this summer.
