You can either reach under the car were the cover is and get to it or do it from the engine compartment and or trunk.
For the ones at the front, unscrew the two plastic fasteners by the mud flap in front of the tire which hold the plastic fender liner at the bottom.
Then move the liner edge out from the inside of the fender, working our way up and around.
It provides just enough space to reach up toward the marker light. You'll see the signal light housing too. Marker is above that and not hard to differentiate.
Turn it counter clockwise to remove bulb socket. Pull bulb straight out. Put new one in,
insert assembly and turn clockwise to lock in place.
Return fender liner to original position taking care to push the clip onto the tab which is about at halfway point. Put the plastic fasteners in at bottom by the mud flap.
Not quite as complicated as it sounds, but that is how it is done.

Subaru Forester does not have cornering lights, so chances are you are asking about the front parking light. The housing is held on by one screw accessible under the hood. You then pull the housing toward the front of the car. Bottom of that housing has a ball stud that fits in a socket on a small ear on the headlamp housing. This will allow you to either change the bulb or change the entire housing. --Ken
