Figured it out on the second try. After unscrewing the window washer "tank", pull the tank forward and up and the fuse box that appears to be in the way "gives" enough for the tank to come up and out. I way a little to gentle the first time, thinkng the fuse box does not move, but it will, perhaps by design. Now you can get to the battery and unscrew the bolts holding in the battery.

Remove the tire and wheel from your 1999 Chevy Lumina. Remove the nut on the top of the ball joint. Pound the ball joint out with a hammer. Reverse the process to install the new ball joint.
On a 1999 Chevy Lumina, the starter is located on the lower passenger side of the engine, near the transmission. It is mounted to the engine block and can be accessed from underneath the vehicle. To replace or service it, you may need to remove the battery and some components for better access. Always ensure the vehicle is securely lifted and supported before attempting any work underneath.

To remove the battery from a 1999 Chevy Lumina, first, ensure the vehicle is turned off and the keys are removed. Open the hood and locate the battery; disconnect the negative terminal (usually marked with a minus sign) first to prevent any electrical short. Next, disconnect the positive terminal (marked with a plus sign). Finally, remove any securing brackets or clamps and lift the battery out of the tray carefully.
