It is usually the sending unit in the fuel tank that goes bad, that requirers either removing the bed or dropping the tank to get to it. after that it is easy to replace.

Your fuel sending unit is probably bad. It is located in the fuel tank and the fuel tank must be removed to replace it.
The normal causes of an inoperative fuel gauge is the sending unit in the tank. Since the truck is 15+years old you might as well replace the fuel pump when you have the fuel tank removed.
