There is a small hand-turnable plastic wing-nut just above the headlight under the hood. This might be hard to turn and may require a pair of pliers (be careful not to crack or damage the nut). Once this is removed, simple remove the entire turn signal lens housing by pulling straight out towards the front of the van. The bulb simply twists out. It might not be a bad idea to replace both bulbs at the same time, as removing the plastic wing-nut has been a hassle for me (difficult to get at). The bulb for the side marker is only about $1 at CarQuest.
Reinstallation of the housing is the reverse. Be sure to line up the clips.
