It's either a rotor (disc brake) or drum (Drum brake) either way you have to remove the wheel for both, for drum it takes a firm rap with a dead blow around the side of the drum and then should pull off. For Disc Brakes you remove the caliper and pads the the same goes for the rotor gentle tapping on the back side and it should come free.

You need to remove the entire spendle assembly. Lay it on an open vise and with a correct size rod, from the inside, drive the center out until the rotor and outside bearing drops out. Do not disturb the bearing. Remove the four bolts from the rotor, which you can now get too and the rotor will come off. Replace the rotor with a new one and lay the spendle assembly on a hard surface and carefully drive the shaft back into the spendle. If you have a "slide puller" you can actually remove the assembly while the spendle is still on the car.

Start with jacking up the front end and let it down on jack stands under the lower control arms, then remove the wheel, brake caliper, axle nut, disconnect abs speed sensor harness, remove the bolts holding the hub assembly to the knuckle and remove the hub assembly with rotor attached. Once you have the hub assembly off you can drive out the wheel studs and remove the rotor.
