I'm not sure of the make of your vehicle but normally the plastic lens cover will pop off. If you get the cover off the bulb usually pops out. Do not use pliers as the bulb could shatter and get glass all over. (EYES) If you get the bulb out, before you put in a new one, close the car doors and make sure that the dome light is off. They get real hot real quick.

On 2000 Dakota Sport you lower the tailgate and there are 2 Phillips head screws that you remove and the whole tail light module comes out. You can then remove the bulb socket and replace the bulb. On my 2002 Dakota Quad Cab there are 2 torx screws.

If it's the center brake light above the cab, loosen the two torx screws and remove the lens. The bulb is right inside. If it's one of the left or right rear bulbs, they're a little difficult --drop the tailgate and begin loosening the torx screws to remove the lens. It will take some doing, but the whole assembly has to come out in order to get to the bulb.
