The front lines are relatively easy. Remove the plastic pan under the engine to gain access. Remove the air filter box from inside the engine compartment for ease of access to the upper front line. Drain the oil. Remove the bolt holding the oil line bracket to the oil filter housing. Remove the wire retaining clips on the oil line connection to the radiator. Remove and discard the old fron oil lines. Insert the new wire clips provided with your new hose into the upper and lower connector on the radiator. Insert the fitting from the lower hose into the fitting and press in until the flared end of the hose mates to the fitting. Pull on the fitting to ensure it is tightly mated. Repeat thne process on the upper fitting. Then insert the plate on the other end of the hose assembly onto the holes on the oil filter housing and insert and tighter the retaining bolt. The rear hose assembly at the oil filter housing is about the same. The retaining plate on the engine side fitting is much more difficult to access.

The 4wd in the 1999 Chevy blazer is electronic, you just have to push the button. If you have pushed the button and it doesn't engage, it might be a vacuum line. The lines are made of rubber and over time they melt. It costs about $25 for a new metal line. Also, the 4wd is under the battery. If you take the battery out, you might notice that a line got disconnected accidentally.
