There is a proportioning valve and once the repair is done and you have bled all the air out of the system the valve should reset itself unless it is stuck. If it is stuck you may have to replace the valve assembly if you can't free it up.

It is inside the master cylinder.

Absolutely not! The proportioning valve is a very important part of the brake system. Don't even think of bypassing it. Replace the valve if it is bad. Don't even think about it! That's one of the few things you can't screw around with. If its bad; replace it!
