My owners manual stated to unscrew the two screws on the clear lens. There were no screws. If you look at the left lens, you will see an arrow that is molded in to the lens pointing to the left, and the right lens points to the right.
Push the lens in the direction of the arrow until it stops, on the end opposite of the arrow you will need to pull down that side, as there is a curved clip that is part of the molded lens that keeps it in place. You may need to insert a flat bladed screw driver in the area opposite the arrow to assist in the removal.
The light socket assembly is twisted to remove it and then you pull out the bulb and replace it. Insert the socket assembly to the housing and test bulb to insure it works. Next, put the molded arrow end in first and then push lens assembly until it snaps into place. When I first tried to remove the lens, I was worried I would break something and once you get the lens housing out, you will see what keeps the lens in place....or you can go to the dealer and pay thru the nose.

That would be the lights that illuminate the rear license plate.
You must first remove the trunk door facia. (This is the part with the "Pontiac" lights in it.) Then you can get to the bulb to replace it.
If your parking lights are working, you have a different problem, like burned out bulbs, or maybe a disconnected wire. The manual doesn't show, specifically, a fuse for the "tag" lights.
On my 98 Tahoe under the bumper behind the are where the tag is located you just pull the light assembly out. It has a little pressure clip. replace light and replace assembly the same way.

You can remove the panel inside the back of the car. From there you can access your tail lights and your tag lights.
ought is a "positive" word, so the question tag should be a "negative" you can replace "ought" with "should" so a possible question tag is shouldn't

Open tailgate door. There are two or three screws above the tail light housing. Remove the screws and pull lends housing out replace light bulbs and installation is reverse of removal.In order to replace the Tag lights, you can access them from the back side of the bumper. If you are underneath the vehicle, you will see a receptacle on the back of both tag lights. Turn the receptacle counter clockwise and it will easily pull straight out. The bulb itself pulls out, and you press the new one in. Try not to touch the bulb with your bare fingers, use either rubber gloves or at least a paper towel. Press the new bulb in, and the receptacle goes back in the same way it came out. Once it is in place, it will "slip" in, then turn it clockwise to lock it in place.
could be the bulb is bad or the socket is corroded or the wiring to it is damaged.
