I just had a similar problem on my 2003 jetta. They replaced the bulbs and it turns out to be a faulty break light switch as well. Make sure to get it checked ASAP otherwise your shifter could get stuck in park.

Open the trunk. Loosen the black thumb latch wing nuts that hold the tail light assembly in place. pull the tail light assembly out. You should be able to acces the tail light bulbs to replace them.

Not sure if the 2003 is the same, but on my 2001 I needed to replace Fuse 32, which is located in the fuse panel under the instrument panel on the driver's side
