1999 Acura TL with HID's headlight bulb replacement: Purchase the correct replacement headlight bulb(s) first, before disassembling the vehicle. See sources and related links below for replacement bulb information. Then consult your owner's manual for the headlight bulb replacement procedure. As simple as it sounds, the owner's manual is the best place to start for bulb replacement instructions and illustrations. You may want to consider replacing both left and right at the same time in order to keep brightness and color equal (optional).
It is not. I am experiencing same problem and the bulb, ignitor and ballast are all one unit
I had to pull off the front bumper to replace the ballast and high and low beam bulbs. that's the only way that I know. I had to do this 2 times when the other bulb went out.If the bulb you replace does not work then it might be the ballast.
The front low beam is a HID light, make sure the light switch is off and battery disconnected before attempting to change the bulb (as the power comes from invertor)off. you can see the lst of parts at the following link for 1999 3.2 TL: http://www.acuraoemparts.com/delray/jsp/prddisplay.jsp?inputstate=5&catcgry1=TL&catcgry2=1999&catcgry3=4DR+TL&catcgry5=HEADLIGHT%2B%28%2B99-01%29&ListAll=All&vinsrch=no

Yes first you need to buy a sealed beam conversion kit and the get the h-4 hid kit
It is dependant on your make and model. You can either upgrade the entire headlight unit, or replace the bulb and add a ballast unit. In either case, you must ensure the headlight beam pattern is correct.
Yes, but the HID low beam headlight on the 2003 model was an option offered at time of original purchase of the car. However, one can add an aftermarket HID light conversion kit to a non-HID 350z after doing some research.
The scan port is under a little rubber flap under the ash tray. It is easy to get to, IF you know where Acura hid it.
Unfortunately, you headlights are high-intensity discharge (HID) lights and you need to replace the whole lamp. The lights are very expensive to replace as well, if I'm not mistaken, they are around $800 to replace if you get them though the Lincoln dealership. I know this because my grandfather had to replace one of his. Your best bet is to go looking at junkyards to see if they have any. You can however replace the high beams.
