There are two screws that have to be removed. lift up black piece very carefully because there is a clip that holds it on if it breaks its ok I broke mine good luck!

If it's the arrow-shaped one in the dashboard of an automatic transmission Jeep, then it's supposed to indicate when you are supposed to up-shift.
Remove the cover to the shifter column. The indicator light will need to be detached from the wiring harness. Reverse the process to install the new light.
The cable is part of the shift indicator assy . Must be replaced as a unit
On the dash where the steering column attaches, right there with the blinker arrows.
The indicator panel should by carefully pried out. Then you can change the bulb.

If you are referring to the shift position indicator located next to the shift lever - YES, it is supposed to be illuminated when the headlights (not the DRL's) are activated.
The instrument cluster must be removed to replace the light bulbs on it.
