You have to pull All the facia off the dash (radio surround as well) - this includes the knee board and the upper vent piece. Pull out the headlight knob plastic and then you will see 4 screws that hold the dash cluster in place. You need to undo the speedometer cable and the 2 wire harnesses that are on the left and right upper sides of the cluster - then pull out to replace the bulb.

I haven't worked on your particular vehicle, but it is PROBABLY possible, under ideal conditions. Usually however, it is not necessary to remove the entire dash panel, ONLY the INSTRUMENT PANEL, which is not nearly so big a job. In order to do it without removal or tilt out, you would have to: 1. so intimately KNOW the layout of the bulb sockets that you could actually "SEE" them in your MIND, because there is no way to work AND see what you're doing. 2. have arms long and skinny enough, and hands small enough to negotiate the maze of brackets and cables. 3. be a CONTORTIONIST !!! Believe me, it's easier to TILT OUT the INSTRUMENT PANEL. It usually is not necessary to totally remove the instrument panel, or disconnect any wiring harnesses, but only to tilt it outward onto the steering column.

why don't any of my running lights work
did you check the fuse?
You need a new fuse
This is a tedious job and static electricity can ruin the printed circuit. TAke it to a garage.
how do I remove the dashboard from a Mercedes c 280 1995?
I am looking around to replace the transmission on my 1995 Ford Windstar and the information that I received from several different mechanics is that the 1995 Windstar transmission is a "one year" transmission so you pretty much have to get a 1995 transmission for a 1995 windstar engine. I'm no mechanic and really have no idea but this is just what I've been told... someone out!
in the fuse panel.drivers side of dash.
Check for blown fuse--same circuit
check the fuses - there is no fuse for the headlights.
Sounds like normal operations / behavior.
That lights means that your coolant is low.
Yes there the same.
