Open the door. Use the flat head screw driver to remove plastic cover (usually in black color) if you have one. There should be about three srews/nut that can be seen once you remove the cover (depends on make & model of the vehicle).

I HAVE SAME PROBLEM. WHAT DO YOU DO? johnson07b@att.net THANKS, BJ
There is a single Phillips head screw at the top of the fog light. Unscrew it and the fog light assembly will pull out. Rotate the harness counter-clockwise and the socket will come out of the light, exposing the bulb. Assembly is the reverse. Thanks!

Numrich sells the bolt assembly but is currently sold out. If you find one, let me know, I need one also. Thanks, Todd.
I have a 1999 Forester, but I imagine the 2003 is similar in this regard. You don't actually need to remove the headlamp to replace the bulb. On my car, I unplug the wire from the bulb at the back of the headlamp, remove the large rubber piece around the back of the bulb, unclip the clips that hold the bulb in place, remove and replace. Cheers! Mark This is a good answer and is so just as stated. Thanks Mark! RicT
You can try this method thanks to the video below...
I know how to replace the plugs, but what do you have to take off on the fairing to get to the plugs. Thanks steve
