Actually you don't have to remove the front bumper at all.
1) Jack the front of the car up by placing the jack on the frame of the car
2) There is a plastic deflector piece that is in between the frame of the car (that the jack is on) and the front bumper that runs from passenger front wheel to driver front wheel. This is there to keep dirt and rocks out of the engine/radiator
3) Remove the 5 plastic place holders by taking out the center "head" and then taking the flat part of the placeholder out. These are fragile so take your time, they will come out with some love
4) Remove the plastic deflector piece and you will now be able to see the back of the fog lamp housing, allowing you to twist the lamp (counter clockwise) and remove the bulb
5) DONT REMOVE THE FRONT BUMPER, unless you like wasting afternoons.
The rear fog lights are accessable from under the car. You have to reach up and under the rear bumper.
