To remove the fuel filter you need a special tool that you can either rent free from Autozone or you can go to Sears like I did and buy the kit which includes 5 different sizes of rings. You can also find the product on the Sears website under "Fuel Line Disconnect Tool".
Basically you slide the ring inside of the female connection and pull gently. Be sure that you released the pressure from the line first. To do this open the fuel door and remove cap and then also carefully press the schraeder valve on the fuel lines that feed the injectors.
Good luck and after spending hours trying to figure this out, you will be done in less than 5 minutes with this necessary tool.

The fuel filter on the 1997 expedition is under the drivers side under- carrige. You will need a special tool to remove the filter. The special tool runs about 6 bucks and the filter around 10. Could be a tedious job but overall a easy.
a mechanic told me on a 1997 it was inside the tank and it had to be dropped to change it
