Your Fuel filter is attached to the fuel pump, which is located in the fuel tank if its a gasoline burning vehicle. Diesels should be located inline.
Do a fuel flow and a fuel pressure test to determine if it is a plugged fuel filter or a faulty fuel pump. Either one will require you to replace the fuel pump module assembly.
The engine computer is the voltage regulator, and yes you can replace it.

I depends on the trasnmission it has. Some have shift selinoids they are probably bad. There are some shops that will check without charge, but either way you will either have to have it rebuilt ar purchase another one. Check the fluid level and change the filter and fluid that might help.
