Tools Needed:
Screwdriver - flathead
pliers
And a C-Clamp if you have one.

The fuel filter is about in the middle of the truck on the driver's side bolted to the frame. I read someplace else that you can use a pencil to plug the fuel line while you are changing the filter out. I used it and it worked pretty good...
The fuel filter for my S-10, 4cylinder, 2wheel drive uses a flex fuel filter... Which means it has 3 stems... 2 inlet and 1 exit.
(Make a note of where each hose goes before removing them) I used the pliers to press the clips to each hose so I could slide it off... I then used a pencil to slow the amount of gas that was coming out of the line. Do this to all 3 lines.
And this is the hard part. The filter is wedged into a round holder. And it is in there pretty tight. I used a c-clamp on the round holder and the filter to slowly work the filter out. And it came out very slowly...
Once I got it out, I noticed that each stem had clips on them to secure the hoses. I took the clips off of the old fuel filter and put them on the new one... I then pushed the fuel filter through the ring holder again as far as I could (which wasn't very far). Then I used the C-Clamp again to slowly push the filter into place. There is a line on the side of the filter that shows you how far to go. Once I got it in place, I securely pushed the hoses into place and gave them a nice little tug to make sure they were secure. Once you have checked the hoses, that is it...
Probably took me about 45 minutes... About 10-15 minutes to figure out how to get the filter out of the round holder.

The cabin air filter on a 2002 Chevy Monte Carlo SS is changed by opening the service panel under the glove compartment. The filter can then be pulled from its housing and a new filter installed.
You are in luck. GM has a recall on these cables and will replace them for free. Contact your local GM dealer.
If you suspect it is clogged just replace it, then you will know if that was your problem.

I have a 2002 Prism. It does have a fuel filter but only a mechanic can replace it. The repair book I bought suggests this isn't a "do it yourself" job.
