first make sure you have power in wires ggoing into the fuel pump, there is a connector under neath. once there is power that should confirm it is the pump remove all fuel. then loosen two straps to fuel tank with a jack holding up tank. pump is on top so slowly let down and disconnect wiring and hoses with battery unhooked. remove tank and use only abrass drift that does not spark to remove the cover like a mayo jar. remove pump and gas gauge and replace. make sure you use a new sock which is a filter inside tank, no smoking , well vented.
It is in the gas tank. Vehicle must be raised and blocked and then lower tank to get at pump or fuel filter.

Just did this on 1995 Grand caravan. I bought a new pump for about 190.00 at autozone. Pump is inside the tank. My mechanic installed it for 200.00.

The fuel filter is not servicable. You would replace it with a new one.

There is not a fuel cut off switch on a 1995 caravan. The fuel pump is electric and when the engine is not running or being started the fuel pump is shut down. So no need for a fuel cut off switch.
The fuel filter on a 2001 Dodge Caravan is mounted above the fuel tank.
