flip the rear bench seat forward. flip the rear seat backs down open the trunk take up the trunk carpet and push it into the back seat area. see the sort-of round black metal plate on the trunk floor up near the back of the right side seat? take the plate off. vacuum out all the loose crud and debris. you see the top of the fuel pump assembly. it has two fuel lines and a plug. take off the fuel lines (have two 5/16 stoppers for those lines or gas will flow out for way too long.) and push them back under the deck to get them out of the way. unplug the plug. (if you worry about sparks, disconnect the battery ground first but that gets into other issues. i never disconnect the battery) the assembly is held in by a threaded ring with ears. get something like a brass or wood dowell to hold against one of the ears and hit with a hammer to turn the ring counterclockwise. keep tapping on ears until the ring unscrews. count the turns. the assembly top is set into a rubber boot and the bottom plugs into a recess in the bottom of the gas tank. pull straight up (you can wiggle but don't twist) until it pops free and the boot clears the top of the gas tank. then reach into the tank, beside the assembly and hold the fuel gauge float out of he way while you manaeuver the assembly out of the tank. the thing which looks like a beer can is the fuel pump. there now, wasn't that fun? unhook the hoses, electrical plug and whatever to replace the old one with the new. when you put the assembly back in, there is an arrow on the gas tank and an arrow on the assembly top which must line up. make sure the rubber boot is in correctly. screw the eared ring back in til it is reasonably tight. reconnect the plug and fuel lines. put the plate back on. tah dah!

The fuel pump is located on top and inside the fuel tank. You must drain and remove the fuel tank to replace the fuel pump.
It is located in the gas tank.
In a 1992 Volkswagen Jetta, the fuel pump relay is located on the bottom row of the fuse panel. It is the fuse on the far right.

You can't replace the fuel filter.
The fuel filter is located next to the fuel pump in the rear of car next to the fuel tank.
On the top of the fuel tank. You will have to drop down the fuel tank to get access to it.
It is located in the fuel tank on the top. Unless there is a access panel somewhere inside the vehicle, you will have to remove the tank in order to get to the pump. Be sure to also replace the fuel filter.
