Its a very simple. Open the hood- reach in behind the headlight and take out the old bulb. You will have to give the big plastic holder about an eighth of a turn and it will pull right out. Then simply unplug the bulb. It pulls straight out. There is a little tab on it to hold it in place- so you will have to lift it up to pull the old bulb out. When installing the new halogen bulb- do NOT touch the glass of it. The oil in your skin of your hands will stay on the glass and it will burn it out almost immediatly!! Grip it only by the plastic base. Then simply put it back in the headlight- give it a turn to lock it in place and you are good to go.
all you have to do is reach behind the headlight in the engine compartment and twist a plastic ring off, then pull out the bulb. be careful not to touch the glass part though
Do you mean just the bulb? If so open the hood, the plug unscrews from the back side of the headlight. If you mean the whole assembly, start from the out side, and remove all the screws.
They should be in the front fender well, in the engine compartment.

Horn's should be in the fender wells in the engine compartment.
The fuse block should be located to the left of the steering column, under the dash. Depending on which Mercury GS you have (sable, topaz, etc.) it should be a relay located in the fuse block.

i'm pretty sure they are not. i had to disconnect the horn on mine (it honked everytime i turned left... kinda awkward) and mine still works
The horn is under the right front fender, my car has 2 different horns (unknown reasons) but the horn relay is in the relay pack under the driver side dash console, if you have a users manual it can tell exactly which one it is.

THE HORN ON A 1991 MERCURY CAPRI IS LOCATED UNDER THE HOOD!!!!!!!!!!!!!!!! Actually, it is located under the Driver's side headlight tray (look from underneath car and you'll see it). Give it a good spray with WD-40 or PB Blaster if it's not working...
