For a 1988 Mercury Marquis remove bottom shroud from steering column (5 Philips head screws). There is a wire running from the ignition switch to the left side of the steering column; detach it from the coupler (This can be done without a tool). Turn key to ON position until the panel lights come on. There is a small pin near the bottom of the key lock; push it in and pull the ignition switch out (don't panic if the wire seems to be stuck; it will come out).
To replace, turn new ignition switch to same position. Push pin on the ignition switch in while sliding it back into the steering column. Reconnect wire and then replace shroud.

This happened to me. Remove the coverings from the ignition switch. You will see two vacuum tubes connected to the switch housing. One of them is broken, leaking, or clogged. Replace it.
Besides the obvious possibilities of faulty hardware, there is a push button release. If in fact the switch is broken or faulty, there is lock smith services in most areas that will come out to the vehicle and replace the entire ignition key unit.
If a bird has a broken wing it will most likely be seen on the ground and climbing trees. It climbs to a mid portion of the tree to get away from ground predators and hawks that may make a tasty meal out of the bird. Now if this is your pet bird i suggest taking him/her out of the cage and gently, gently toss him in the air to see if him/her takes flight. If the bird tumbles out of the air it is most likely the bird does have a broken wing. And i suggest tossing the bird towards something like a bed for a soft landing if he/she tumbles.
