just behind the headlamp lens assemblies you'll find little plastic doors that you open to access the bulbs,.... pay attention to the location of the lowbeam bulb lens before you open the doors or you'll be replacing the highbeam bulbs. it's straighforward from there--just unplug the old bulb, plug in the new one and shut the little plastic door.

I was looking at the 1996 Mercury Grand Marquis Owner Guide and it shows that you can change each of the ( 4 light bulbs for the 2 low beam and the 2 high beam headlights ) ( the low beam headlights take bulb # 9006 ) ( the high beam headlights take bulb # 9005 )

High beam headlights reveal objects at a distance of at least 450 feet away. High beam headlights allow the driver to view obstacles in the road much sooner than low beam headlights.

Need to specify which headlights you have... you either have the dual composite headlights, or you have the sealed beam headlight. In the case of the former, you rotate the harness 1/4 turn counterclockwise and it pulls out. You just replace the bulb. In the case of a sealed beam headlight, you have to replace the entire assembly.
Use your high-beam headlights at night whenever it is legal and safe.
