I have a 2002 Saturn L100. The license plate bulb socket has a release tab on one side and a stationary tab on the opposite side. The release tab can be pushed to start moving the socket out. Once the release tab side is out, push the socket towards the release tab side to allow the stationary tab to come out of the socket hole. This will allow the entire bulb socket to come out of the hole.
An alternate procedure is to take a flat head screwdriver and gently pry the lens cover off along the narrow edge. Do not use too much force as this may damage the lens cover or the holding bracket. The lens cover is held in place by a bracket that clips onto both the lens cover and the lamp housing. Once the lens cover has been pried off, you have to take out the bracket and snap it back into place on the lens cover. When the bulb has been replaced, simply push the reassembled bracket/lens cover assembly into place and it will snap shut.

There are no individual bulbs, just LED's in the dials, and you will have to replace the entire instrument cluster.

You need to remove the liner on the trunk lid. That will give you access to the license plate lights housing. Remove the sockets by twisting 1/4 turn and replace bulbs. Size for bulbs are 2825
There is a campaign on the brake bulbs for 2000-2003......If it hasn't been done you should get it done. The bulbs and sockets will be replaced.
If you can not remove fasteners on outside, you may need to cut a section out of the inside of trunk to get your hand by the bulbs.
The clear covers for the license plate light bulbs have small arrows pointing in one direction. Simply push the cover to the direction of the arrows and the covers will slide off allowing for the old light bulbs to be replaced.
Start with the obvious. Burned out bulbs. Replace them. this eliminate the bulbs. Save the old bulbs so that if it turns out to be something else then you will have a spare.
Your owner's manual shows how to change these bulbs on the Outback wagon and sedan. If you do not have a manual, it is available here in electronic format.
Open your trunk the two inner bulbs are for your license plate twist and should pop right out
in the rear facia, under the trunk lid there is 9 bolts holding the facia on. You must remove the nuts and pull the facia out and right above the license is the two bulbs 194. replace the bulbs and put the facia back on and you are on your way.
