I'm answering my own question. Since I didn't get any response, I spent some time looking the car over and found the following: When you open the trunk, theres a plastic cover over the side of the tail light assembly. It's held in place by two plastic expansion plugs. These are the type that get forced through an opening and expand slightly on the inside to keep them from backing out. You can attempt to pry them out but be prepared to replace them since the manufacturers like them to break so that you have to buy replacements. I was lucky and was able to pop the top one out without it breaking. I left the bottom one in and just bent the plastic cover back so that I exposed two screws that held the assembly in place. You need a star-shaped bit to unscrew it, since it's not a conventional phillips-head or slot head screw. Once you've done that, you can unseat the whole assembly by pulling on it at the point where it wraps around the fender. Removing the bulb is a piece of cake by comparison.

To replace the turn signal switch of a 1996 Dodge Caravan, open the engine's hood to access the front turn signal bulbs. Then take the headlight assembly a little off the front to give room to get the bulbs. Remove the old turn signal switch and slip the new one in place.
