You will need to remove the overhead lights inside the car to do it. Pop out the lights with a flat head screw driver and disconnect the chords. Then look up and you will see a screw holding the base of the antenna to the hood. (Make sure you've unscrewed the antenna from the base though). Unscrew that and it should pop right off. Remove the wiring harness from the bottom of your 1996 Mercury Cougar automatic antenna. Remove the retaining nuts at the bottom of the antenna. Reverse the process to install your new automatic antenna.
If you are asking about replacing the exterior antenna on the cougar, than just twist it counter clockwise to unscrew it. I am not sure what size thread the antenna has on it, but it shouldn't be too hard to find out, and most replacement antennas come with a few different bolts to use.
Personally I would saw it off with a hacksaw, then caulk the hole to keep rain out. If there is a better way, I'm sure some vigilant reader will improve my answer. Well that would be the ghetto way..
