Remove these at the same time to ease the starter down have something under the car to rest the starter up high as the wires on the solenoid will have to be removed. Remember where these go as the starter won't work or will continue to run if installed incorrectly. reverse this procedure when reinstalling and check manual for tourqe value of the starter bolts I believe that to be 15 ft. lbs. but check it out to be sure.

You didn't say what year, but they are connected to the starter terminal.
Replacing the starter on a 1999 Monte Carlo is fairly easy to do. The car will need to be jacked up to reach the starter. The wires will need to be disconnected from the starter before removing it. After the wires are removed, the starter can be taken down by removing the two bolts. After the starter is removed, replace it with a new one.
There is no such thing as a 2008 Monte Carlo, so the answer would be no.
