You will need a steering wheel puller and a compressing tool to remove the wheel locking plate. It would be cheaper and easier to have it done by a qualified technician.
That would be best if left to a certified technician because of the wiring involved.

The flasher is actually the hazard switch itself. If removed turn signals will not function. Just pop the old switch out and unplug it to replace if broken (if present and signal don't work).
If it is like mine you have to remove the whole fixture to get to the headlight and park light/turn signal, but it not really that hard I think you just need a 10mm socket and wrench but I might be off on the size of the wrench.

Remove the plastic housing on top of the steering column.There's a 7MM screw that holds the switch to the column.
