remove plastic cover at inner fender , remove crank pully (6 bolts with 8 mm heads)
remove t belt cover align t marks cam and crank they are obvious loosen tensiner
remove belt install new check marks reassemble
it is easier if you remove bolts from motor mount to lower motor to get pully off

I believe you need to replace a timing belt. Cause it uses timing chain which doesn't required to change as timing belt.

As I understand, the timing is computer controlled on the 98 metro. this means that it does not have a traditional distributor cap (which can be adjusted mechanically) but rather an electronic sensor. I believe it can be reprogramed with a mod chip though. --RS4
