You need to get the windshield folded down. This means remove the top, then the front sport bar members. On each side is a bracket that holds the windshield upright. Remove screws to allow windshield to be folded down (gently) on the hood. The wiper motor is in the top of the cowl & should easily be visible. It might not be easily accessible, but it will be visible.

Try going to the junk yards, they always have what you are looking for and at an affordable price.
Remove wiper arm caps, nuts & arms. Remove cowl louver cover. Disconnect wiper motor electrical connector. Remove 6 bolts and remove wiper linkage assembly. Disconnect wiper link from wiper motor. Remove 4 screws and wiper motor from firewall.
Replace water pump and gasket
Possibly bad wiper motor, bad park switch, or bad wiper switch. Electrical short also possible.
There is a relay under the steering column inside the vehicle.
Check your fuse block or circuit breaker first, then turn wiper switch on and check for power at wiper motor, if the fuse/breaker is ok and you have power to motor, motor may be seized. listen for humming from motor, if none of above follow tech manual for testing wiper switch,or short to ground

Looking in my 1989 Chevy Celebrity manual I find a park relay inside the wiper motor but no reference to an external wiper relay. There is a fuse on the fuse block.
Its the black.......round motor that is at the back wall of your engine bay, could be on the drivers side,
Take it by auto zone, they will replace it for you.. this works best for me, im in and out in 15mins.
